Kian Ward, a sea-weary courier with a rusted prosthetic leg and a patched navy trench coat, survives by navigating the flooded vertical ruins using pure physical trigonometry. He carries a sealed brass cylinder lockbox with a sacred, unbreakable courier oath to deliver it to an old-world archivist residing on the dry top levels of the Empire State Building. While mapping the treacherous sunken currents at the tower's base, Kian's small skiff is ambushed by Vance Miller, a ruthless pirate captain who salvages and holds letters for ransom. Kian escapes into the flooded Art Deco lobby of the skyscraper, but Vance lays siege to the lower exits, forcing Kian to climb up the pitch-black elevator shafts where his prosthetic leg begins to seize. Kian's physical ascent is halted by Sarah, a feral, spike-haired mechanic who guards the dry upper elevator gears with a massive bronze wrench. Seeing his high-grade brass leg, she initially tries to scrap it for parts, but Kian bargains his rare charting tools for her guiding skills. As they climb higher, the ocean tide rises rapidly within the building's shafts, threatening to drown their progress while Vance's pneumatic harpoon crews close the gap page by page. Upon reaching the 102nd-floor observatory, Kian finds the recipient dead in an armchair, preserved by the dry salt air. Vance traps Kian and Sarah, demanding the box's contents under gunpoint. Kian opens the box and cranks its internal gears, unleashing only a mother's lullaby before the waters rose. Shaken by the voice, Vance retreats empty-handed, leaving Kian and Sarah to listen to the song in peaceful silence.
